▲ Presentation on the Financial Disclosure System as an excellent case of Government 3.0

Chungcheongnam-do explained the Financial Disclosure System as an excellent case of Government 3.0 to a government official trainee group from Latin America at a conference room of the Chungcheongnam-do Provincial Government Office.

The presentation on an excellent case of Government 3.0 was offered as part of the Korea e-Government Capacity Building Program for Latin American government officials co-hosted by NIA-IDB.

This program is being operated to provide a study tour opportunity under the sponsorship of the Ministry of the Interior (MOI) in order to expand the Korean-type e-Government overseas and to lay the foundation for continuous growth.

Director Rafael La Buonora from the Ministry of Economy and Finance of Uruguay and Director Diego Gomez Gonzalez from the Ministry of Information Technologies and Communications of Colombia, attended the presentation.

During the presentation, Chungcheongnam-do’s “Real-Time Financial Disclosure System,” which is an excellent case of Government 3.0, was explained; the system that makes disclosures in real time on the webpage of Chungcheongnam-do (www.chungnam.net) was then demonstrated. Trainees expressed great appreciation for the presentation, asking many questions and discussing development plans.

“The idea of disclosing the government’s tax revenue and expenditure in real time is really impressive. Such disclosure can naturally increase the transparency, fairness, and efficiency of finance. I will strongly recommend the adoption of the system when I go back,” Director La Buonora said.

According to Gu Bon-pung, the Innovation Management Officer of Chungcheongnam-do, Chungcheongnam-do’s financial disclosure model -- which is an excellent case of Government 3.0 -- has already been expanded to central administrative agencies and local governments by amending the National Finance Act and Local Finance Act. “Through this presentation, we hope to expand this system overseas,” he added.

As the first excellence model of Government 3.0 implemented in July 2013, the Financial Disclosure System of Chungcheongnam-do has succeeded in making the disclosure of the central government and local governments’ tax revenues and expenditure mandatory by amending the National Finance Act and the Local Finance Act.
